Tell me again where the members of the RNC come from and are selected?

In reality all the committee members, or in the counterpart senatorial and house committee members arrive there through the mechanism of good old boy politicking ~ always been that way. Since VA went for Obamugabe last time Pat Mullins is not on the national committee but two other old time pols (who know big donors) are ~ but they are out of touch.
The rule change in 1952 created an opportunity for Souvrn' RINOs to move directly into the Republican party, and they did so.
The RNC is not structured like the college of cardinals in the RC church, where the Pope appoints all the members and they appoint the Popes.
In short it's simply not a top down authoritarian organization ~ rather, in line with the American federal tradition, it's a bottom up administrative body with assigned duties.
It can be replaced, functionally, by state Republican parties who find its benefits outweighed by its problems. Currently the RNC is a focus of Republican problems. The state committees simply don't have to recognize the national committees even though they do ~ you might want to check http://www.rpv.org/node/270 to find the Virginia state Central Committee. You'll notice right off that the national committee members are named as part of the state central committee. Whatever you may have read about this being a 'chapter' those are just words ~ in 2006 this particular chapter found reason to refile its corporation papers ~ the registered agent is in Virginia ~ not Michigan.
So, the members of the RNC are determined by the state party (which is comprised of local parties).
Are you proposing some other method of selecting your “new” RNC?
Obviously the "WHO" part is decided through internal politics typical of American political party operators.
Once you start up you do your next round of committee selections differently. Since one objective here is to prevent a small regional party (which is what the GOP-e is) from taking over the total organization for the purpose of running their own insiders, rules will need to be written for initial implementation before the first invitation to any state party is made.
A more formal coalition member standard (meaning additional caucuses) will need to be prepared. We have had quite enough of people with only the most tenuous connection to Republican party principles sneaking around and distorting the message. That, btw, is a common problem with large semi-voluntary organizations ~ the existence of phonies who represent themselves as spokesmen for the group.
If I understand you correctly, you want the states to change the makeup of the RNC.
Can’t they do that now since they control who is on it and those then control who holds the RNC offices?

There are weak states where a small clique is in league with several other small cliques in other weak states and they work together to stifle popular movements within the party.
Working within the party you can never overcome the inertia of the weaker parts of the party. That's been going on since the early 1900s in fact. Eventually we have to break the grip.
Now that we've resolved the Southern Republican issue ~ THEY LIVE! ~ it's time to pull the party structure back into the control of the constituent coalition member groups ~ and out of the hands of the professionals.
That can be done best by walking away from the source of the problem!

But I saw the party change dramatically from the ground up and top down by Reaganauts, so I know it can be done.
I’m not convinced that isn’t the way to do it again.
The solution to that is hard core politics ~ cut off the existing 'head' where they are all clustered and bring in a new one where they are disinvited.
Nothing stays changed.
It’s a constant task with new people, new challenges, new events.
Jumping over all that it’s time to replace the top.
