I think Obama knows he is not going to be reelected so he is setting Romney up for a big foreign fiasco before he leaves office. Remember after the 2001 election ballot mess it the Clinton adm. almost 6 before they turned everything over to Bush. His hands were pretty well tied on everything then 9/11 happened.
