Cato is a Libertarian organization. Libertarians never allow for congressional reality. Unfortunately, no one with a brain votes Libertarian so all they can do is bitch and moan. If they ever had to govern, their heads would explode.

I was thinking maybe there was something in the water in those Capitol Hill fountains that turns well-meaning pols into apparatchiks of the Ruling Class, but maybe it is kool-aid after all.
