:-) I think that every town has a store or 2 like that.
I was thinking about this yesterday. When I was in HS, what kids got for sodas, more often than not, was the "Liter" bottle. It was the cool thing to do.
So, Instead of having a can of Coke out of the machine at lunch.....
We went and got something three times as big. When we were supposed to be in class. And usually smoked a Marlboro while we drink the illicit soda on the way back to school.
Like I said. Law of unintended consequences is amazing.

The most effective way to tell the feds to eff off is for the parents to yank their kids from the school.
When the students don't show up, the school doesn't receive the money.

The real question is, how did the feds find out? Back in the day, the “tattler” would have received an a$$wooping, however we have become a nation of sheep.
