No they’re not. There are HOA managers on both sides of the political spectrum who can’t bear the thought of someone not being under their control.

I get it - but even so, the idea of a floating city is impractical. Furthermore, only the financial elite could even afford to try such a scheme. The elites are the type you especially would want to avoid. You could only expect some self-appointed leader trying to impose his vision of order on others, particularly if you are isolated on a Utopian island. The innate desire of some people to control others is a sad fact of human nature.
