While you may be right that inferior workmanship was a problem, historically it's usually been the contractors cutting corners on the building materials with the saved money going to "no-show" jobs. Built under Corzine's tenure, I believe...here's the building...looking at the steps makes your point, though...

Well said; having grown up in Hudson County, I remember at one point a mayor, police chief, and councilman going to prison from my town (which is hardly a city).
