They needed to start and disperse the crowds, especially with the threats of Van Jones and unions on ramping this up. Allowing them to sleep in the streets every night and disrupt traffic and business during the day for weeks is crazy.
If they don't contain it now it could escalate to similar situation as London. Seems like some of the same instigators. Water would also work.

I heard on the street that the monkeys in the park got a little restive last night, but today they were tame little monkeys again. They even had a cute little “march” up Broadway - apparently they cannot find Wall Street even when they walk right past it - but there were probably more police officers on the route than protestors in the “march.”
