Some do, some don't. I would think that in general as self regard declines, personal hygiene tends to decline as well. I would also include care of your personal living environment as a constituent of personal hygiene. If you doubt the correlation I'd suggest that you take a trip through any major metropolis's "inner city" with stops to observe rental units at up close and personal range. Then repeat the exercise in the suburbs.
The correlation is not perfect and depends largely on the character of the people involved. I also think that the longer one remains dependent on public assistance the harder it becomes to hold your chin up and maintain your standards. Other factors, single parent Vs nuclear family, &c also have an impact. In many cases it comes down to "I'd like to do the right thing but I can't stretch the money that far..."
