The vaccuum left by Obama's lack of leadership is being filled by the individual self interest of every coalition member. France is playing its usual duplicitous game. German has some angle, probably appeasing its own socialists. Italy is holding the whole operation to ransom by threatening to withdraw landing rights. Turkey is playing to its Muslim majority. Obama responds to media pressure rather than the stated goal of "protecting the innocents".

This is a classic case of fallout from lack of leadership.

For the good of the country, the Republicans should ask Obama to end the operation, now.
