In situations like this, the behavior of the crowd "rises" to the behavior of the lowest dominant value set.
In our case, the dependent class is close enough to parity with the non-dependent class that it would become one of two value sets in a heated competition. Thuggery would rear it's ugly head.
You can't ignore since if it is allowed to rise un-checked it will overtake you. You have to fight back to preserve some sense of fairness. At that point, you have war in the streets. To an outsider, it would simply look like riots and lawlessness when in fact it is a war between good and evil.
