Latest is that explosives were present, but no means of detonation.
When something like this is found, it seems like any following reports (for clarification,LOL) are written purposely to keep everyone from knowing if it was actually a bomb or not. Here are two quotes from the same article for example:
"An explosive device was found Tuesday"
"Bomb disposal experts are looking into what it is"

Thanks to all who enlightened me on the Roman subway system. It had been a while since I was there. I was either focussed on the ancient above ground ruins or the busload of high school students I was helping keep with the group to be very observant. I do remember the S.P.Q.R. on the manhole covers. :-) If I should ever make it back to Italy in this lifetime, I will check out the sites underground.
