“The difference is that a private bill, in the general term, is a bill that applies only to an individual or group, not all people. A private bill that punishes that individual or group without benefit of a judicial trial is a bill of attainder.”

Then it is merely a NEGATIVE, or REVERSE, Bill of Attainder, in that it benefits, rather than punishes, “special” parties. Still illegal in my book!

Uhm.........Aren’t those bills of attainder?

Not really, since Bills of Attainder criminalize and punish the conduct of specific individuals or specific small groups of individuals without the benefit of due process.

Feinstein is actually shielding specific lawbreakers from punishment, which would seem to be more of a violation of equal protection of the laws.
