Earned income Credit to a person who pays no taxes is not a tax cut.
To count a true tax cut as spending requires one to assume that the money a person earns belongs to the government and everything the wage earner is allowed to keep is government spending.

Maybe he’s got the shovel ready to bury us, but not ready for projects. I just hope that after the November elections, the next two years will somehow be more bearable.
