they won’t allow parents to teach other people’s children, unless they are certified teachers.

Not in NC, I was home schooling my son and added the son of family friends to our school for part of a year when the mother was diagnosed with leukemia. I am not a certified teacher. NC allows for joint home schools of 2 families or they did when we did it.
