An obvious question --is 0zero that cunning and devious as to create his own emergency to take advantage of to facilitate policy interpreted backdoor amnesty and or an impetus for 'reform' legislation?
Referring to the following March 27, 2010 Washington Post article it appears we see an emergency being created -the question is, do we see an emergency created by inept policy resulting in unintended consequences or do we see an emergency created by design? IF the policy does not change in response on the face of objective results thus far THEN my vote is that we see here with 0zero an emergency created by design...

It is pretty bad when a department of the Federal Government charged with enforcing the law decides on it’s own to not enforce the law. It is time for a house cleaning at ICE.
They are not given the option to decide which laws they want to enforce. They’re mandate is to enforce all the laws to protect the citizens of the United States.
Down right criminal in my opinion. I would suggest this is just the tip of the iceberg as far as dear leader and his progressive socialistas are concerned. All other departments need to be looked into...

Doing the math we see:
With an increase in criminal type illegal alien deportations to 140% with the caveat of it being 4 times longer to deport criminals -this equates to a (40% x 4) = 160% increase in detention space required for criminal type illegal aliens.
With a decrease in non-criminal type illegal alien deportations to 67% -this equates to a (33% x 1) = 33% decrease in detention space required for non-criminal type illegal aliens.
Given (referring to the DHS 2009 Immigration Enforcement Actions Report (PDF Document) there were a TOTAL of 393,289 removals with approximately 128,000 of these being criminal type illegal alien deportations. Thus, (393,289 - 128,000) = 265,289 non-criminal type illegal alien deportations. With (128,000 x 1.40) = 179,200 criminal removals and (265,289 x 0.67) = 177,744 non-criminal removals for a TOTAL of 356,944 predicted removals in 2010 which equates to an approximate 10% decrease in removals compared to 2009...
Completing the analysis on the change in detention space required under the new 0zero policy:
Beforenon-criminal = (265,289) x 11 days = 2,918,179 daysAfter
criminal = (128,000) x 45 days = 5,760,000 days
TOTAL = 8,678,179 daysnon-criminal = (265,289 x 0.67) x 11 days = 1,955,180 days
criminal = (128,000 x 1.40) x 45 days = 8,064,000 days
TOTAL = 10,019,180 days
SO it would appear that detention capacity required under the new 0zero policies will increase by 15% while removals decrease by 10%! Talk about a created emergency situation!
