My guess is that it went down something like this: she probably didn’t want to report the incident for the reason you mentioned (fear of retaliation), but after talking it over with friends/family she decided it would be best despite the risks. And then lo and behold, according to the article, it turned out campus security “had heard about him before.” So she wasn’t the only one. It she had been the only one, probably nothing would have come of it. Perhaps that is why she finally did decided to report him - because there might have been previous reports or there might be ones subsequent to her if she was his first target. Either way, the more authorities are notified about a potential dangerous individual the more likely the situation will be taken seriously and a much worse incident possibly prevented.
