Well, there's the nut right there. What they mean is tax rate per capita. Close to 50% of Americans pay no Federal, State or Local taxes at all. That's how they arrive at 9.2%. The rats have told this lie before.
I personaly am taxed at about 30% for Fed and State, and I'm not rich.

I haven’t seen the figures, but the numbers of people not paying income taxes is at an all time high. Out of work and deductions to reduce the number paying no doubt brings the average down, but for those who pay, we are paying more.
10% unemployment sure cut taxes. Glad to see they are admitting it’s their fault.

Tax receipts (that’s what you are talking about) are down because the economy is in the “turlet”.
Unemployed pay few income taxes and purchase less, depressing sales taxes. House values are down, property taxes have been receding.
Any decline in taxes is because a tsunami of economic disater is beginning to sweep over America — and, believe me, sister — it ain’t raising all boats.
I can only hope that it sweeps you and your kind out to sea.
