Lindsey Graham (R., S.C.) said in a written statement Saturday that he will be “unable to move forward on energy independence legislation,” unless Democratic leaders abandon plans to put an overhaul of the nation’s immigration laws ahead of the climate and energy measure he has been working on with Sens. John Kerry (D., Mass.) and Joe Lieberman (I., Conn.). Mr. Graham cited media reports that Senate Majority Leader Harry Reid and other Democratic Party leaders intend to put immigration policy ahead of climate and energy legislation on the Senate calendar.”
