If they don’t count the offsets here, they will spend this “free” money someplace else.

I think PAYGO is stupid. But if that is the stupid rule, they should at least follow it. The only thing worse than PAYGO is pretend PAYGO.

Bunning has always been a strong fiscal conservative.

I respectfully disagree. Bunning has had no problem putting Iraq and Af/Pak war expenditures on the country's Chinese credit card. To me, that's not fiscal conservatism. That's just picking and choosing what you want to prtend to be "fiscally conservative" about.

Then you should do more research on Bunning’s legislative record. He was demanding offsets for war spending as far back as 2002.

Well, it's always nice to demand offsets, but what did Bunning do when the offsets didn't equal the spending? What were his ultimate votes?
