I think Israel should use its version of “Skunk Works” projects.
Like the underground nuclear delivery device the HORTA.
A high speed burrowing projectile that can deliver a below ground fission or anti-matter device. using an ultra secretive means of tunneling that is silent and undetectable it can place triggering devices at nearby earthquake fault lines to stimulate an explosive tectonic event that is untraceable.
