Constitutionally they cannot expend a dime that is not appropriated for the stated purpose by Congress. But it depends on how much trouble Congress wants to give him. I suspect the czars are not real employees paid by the government and sworn to uphold the law/defend the Constitution. I suspect they are paid by the unions or Acorn as "support".

That's right! Remember, nobody hired Craig Livingstone into the White House, either! He just decided to be the head of White House security, and just sauntered in and took possession of the office in the basement (while Hillary was screaming for the head of anyone who, like the staff of the WH Travel Office, could be kicked out into the street to open up a billet for a friend or relative).

Obviously when the secret service expressed their concerns about Jones, they were overruled by The Great Spreader who probably thinks Jones is just a typical mainstream American like himself. (snicker)

You are absolutely correct. 0bama and Jones will get the idiots in Congress to enact some sort of “Green Legislation” that will, on the surface look OK, but actually give Jones surprising power. And we know neither he, nor 0bama, will be judicious in wielding that power.
