This is what a murderous gang member looks like when he's 3. Alas, you're quite possibly correct. This poor little guy is the face of the neglect and abuse that metastasizes into the thug culture.
At some point, one has to weigh the merits of forced sterilization among women who have illegitimate children in those places. And a few forced vasectomies wouldn't be out of place, either.
