50 ft behind them with his finger on the button waiting for the order to fire. Meanwhile, the Captain is on the horn to the Pentagon trying to get that order.

Where have you been? Both sides were flying over each others vessels even at the height of the Cold War. Nothing new in it and it is perfectly legal. This is international waters and international airspace.

The Ilyusin 18 from where the Il-38 is derived flew four years before the first P-3 Orion was built.

It never fails to amaze me the comments on Freepers everytime such a story hits the headlines. It is nothing new. It has been going on for decades on both sides. This is peacetime operations in international waters and international airspace.
Russian IL-38 over USS Midway
Russian IL-38 passing by US carrier
Norwegian P-3 flying by Russian carrier
Iranian P-3 flying by USS Harry S Truman last year

Be a shame if a predator collided with a bear.Pooty-poot might send a stiff message to Zero, who would immediately melt of fright.
