The Federal bureaucracy uses the semi-official "Brown Paper Bag Test" for "Spanish surnamed" individuals. The bags come in different shades, so only a Federal Bureaucrat is qualified to say. Incandescent vs Fluorescent Office lighting may, or may not be a factor.

IOW, King Juan Carlos is definitely not an "Hispanic," for Federal entitlement purposes, neither posasibly, are the stars of telenovelas. Penelope Cruz might or might not be, depending on the state of her suntan.

Now take Geraldo Rivera (please.} He is the offspring of a Jewish woman, married to a Puerto Rican fellow, somewhere in the Jose Ferrer range of pigmentation. However, he is a Democrat, and has self-identified as an Hispanic and also as a "person of color." He worked the racket well enough to get his breakthrough job on NY TV.

However, if he were living in New Mexico, it might nave been a different story. In re the Obamba Largesse: it is a tint-based program. He didn't invent all this, but he will extend it as a ssystem of more and more government control.

Keep up that tan, Gonzalez, and dye that hair!

Asians are for most purposes of preference not considered minorities because they overwhelmingly strive and succeed. Minorities, it seems, must be drags on society and reliable, benighted, lockstep Democratic voters.

Latino is not a race, the correct term is “spainish surname” and they are classed as “white”. If yo daddy be named Jones and yo mammy be named Lopez, you could miss out on a lot of Obama Largess.

How is that distinguishable from Hispanic. And since when does being just half Latino disqualify you from receiving affirmative action, minority business set asides, etc. That is not the way our EEO laws are written.

The Census Bureau has created the phony category of non-Hispanic whites so that the USG can provide minority rights and benefits to whites [Hispanic].

Success in school is probably more dependent upon your family situation than it is the quality of the teachers or the schools. If you are born in a poor family to a single parent you are more likely to drop out of school.

Per the USG EEO regulations, Asians are considered a minority. The very fact that they group Chinese, Indians, Pakistanis, Japanese, and Filipinos under one category despite the fact that the only thing they share is geographic location demonstrates how poltiically motivated this is.

The Dems create these categories to set up another group of victims, to whom they can give special rights and priveleges. It also creates a herd mentality so people identify with a group rather than their individual intersts.

Most universities no longer consider Asians minorities for preferential enrollment consideration. If they did, there would, most probably, be little room for anyone else.

I am talking about the USG. And many universities include Asians under minority enrollment when reporting data. Do you know who is considered an Asian? What countries?

Don’t get excited. Perhaps MERIT pay will happen but it will go to those that are the most LIBERAL.

Right, I'm against merit pay because who will be in charge of deciding who gets it? Who will get the "best" kids stacked in their classes? Who will get the worst?

It smells of favoritism and one cannot come up with an objective way to judge or an objective judge.
