In the context of the entire chapter of Deuteronomy chapter 4, we know what is FROM THE ONE SIDE OF HEAVEN UNTO THE OTHER. NATIONS.
Nations expand FROM THE ONE SIDE OF HEAVEN UNTO THE OTHER, on this Earth, where Israel as a distinct nation in the overall plan of God has been scattered.
In the preceding verses of Deuteronomy chapter 4, you will find the words “in the latter days.”
Israel is God's “elect” nation.
Matthew 24:31 And he shall send his angels with a great sound of a trumpet, and they shall gather together his elect from the four winds, FROM ONE END OF HEAVEN TO THE OTHER.
Are God's elect to be gathered from outer space?
If “FROM THE ONE SIDE OF HEAVEN UNTO THE OTHER” in Deuteronomy chapter 4 is to be interpreted as speaking of what is or is not existing in outer space (the “second heaven”), the same rule must be applied to Matthew chapter 24.
If interpreted this way, then one must conclude that God's “elect” (believing, redeemed individuals) are scattered from the one side of outer space unto the other side of outer space.
Are the “four winds” (Matthew 24:31) some kind of cosmic wind in outer space?
Of course not.
The expression Kingdom of HEAVEN is the predominant expression in Matthew for the Davidic and Messianic, earthly Kingdom of God (Mark, Luke, John). It is a kingdom under the heavens (on this earth) in contrast to the present position of Christ as head of the Body of Christ “far above all heavens” where Christ had to go to “fulfill all things.” (Ephesians 4:10)
The Kingdom of HEAVEN is not in outer space, unless “FROM THE ONE SIDE OF HEAVEN UNTO THE OTHER” refers to outer space.
The Kingdom of Heaven, however, will be present “in the latter days,” when the Messiah returns to rule on David's throne in Jerusalem. From there He will send the angels to gather elect (believing) Israelites (Romans 11:25, 26) from “THE NATIONS” which extend “FROM THE ONE SIDE OF HEAVEN UNTO THE OTHER,” (or “FROM ONE END OF HEAVEN TO THE OTHER” - Matthew 24), from wherever the “FOUR WINDS” of the earth do blow.
Now this establishes that (at least until after the earthly Reign of the Lord Jesus Christ yet future), the center of ALL activity is on this earth.
The only place creatures needing redemption exist currently is on earth; not on any other planet that might exist).
The only persons created by God who need forgiveness through the Blood of Jesus Christ exist on this earth; not anywhere else in the universe.
Christ died for sinners, and the only place sinners exist is on this earth; nowhere else in the universe.
Christ died for the sins of the whole world (1 John chapters 2 and 4); THIS world, earth, and not any other “world” that might or might not exist.
The place from which Christ intends to rule (also see Matthew 25) is on this earth, and not on any other planet that might or might not exist.
If any other “worlds” do exist, there would be no kind of living thing on them that either can have fellowship with God, or be in need of redemption through the Blood of Jesus Christ.
If any other “worlds” do exist, they too are part of the creation that has been tainted by sin, and God will one day roll them up as a garment and destroy them, and their elements will also burn with a fervent heat . . . along with this current earth upon which sinners live.
God will subsequently create a NEW HEAVEN and a NEW EARTH wherein dwelleth righteousness.
When God creates a NEW HEAVEN and a NEW EARTH, the sons of God will have no problem inhabiting it all. But God will never allow a sinful race of men (the current one) to inhabit outer space. NASA and all of the space programs of mankind in these generations will be a colossal failure. Landing on this Earth's moon is such a pathetic kindergarten-ish thing relative to the eternal purposes of God, it is laughable, and God laughs at it and will have it in derision (Psalm 2).
Genesis 1:1 speaks of only one heaven. By the time you get to Genesis chapter one, there are THREE HEAVENS — from top to bottom — 3rd. the dwelling place of God; 2nd. “outer space”; 1st. the expanse of earth's atmosphere).
When God creates NEW HEAVENS (Isaiah 65:17), the curse which exists on the current will be no more. the redeemed will be able to travel and enjoy the heavens.
This may have been in the original purpose of the original creation, and had Adam and Eve not sinned, they and their descendants may have eventually filled the heavens (plural).
So, it is possible that God did create some other planets that could have eventually been inhabited. Those planets could still exist today (CREATED; not evolved). If so, they sit in space with no man or anything like man; no “aliens” that could have developed space travel; no creatures that can visit the earth; no, not at all; nothing at all for which the Blood of a Saviour accrues.
The only visit to earth by a “Man” from elsewhere is described in John's Gospel 3:13, “the Son of man which is in heaven.”
That only leaves another kind of created being capable of traveling outer space — angels.
Angels are not aliens from outer space as per science fiction aliens, but there is no reason to think that they are not there, and that they don't influence what happens on this earth.
If fallen angels (unclean spirits) wanted to have a hay day deceiving man and distracting man from faith in the true Creator, the Living God, then what better way than to cause man to believe that there are humanoid creatures visiting Earth from other planets.
It should not be incredible to think that fallen angels could create the illusion of what man calls UFOs. Why should it be strange that fallen angels could make man see all kinds of flying things, and even get those things on photographs and film clips.
Can fallen angels use other planets that had been originally created for eventual dominion by man and yet sit vacant? I do not know. But to imagine such a scenario would not break any Scriptures.
We know that unclean spirits can take over another creation — a man's body — and use it “unlawfully” and viciously. If this is the case, could unclean spirits avail themselves to vacant created worlds elsewhere in the universe? The thought of it breaks no Scriptures. When one studies the work of unclean spirits in the Bible, the thought of them using other vacant created worlds is not even so wild of a thought.

So all the hype boils down to, "there might be life on Mars...or not."
