Cities have a higher population than rural areas. This is pretty basic stuff.Basic indeed. Our small Nevada town had a County bond issue to build a larger library here. It passed in town but was voted down by those in Las Vegas. However, when Las Vegas needed a bond issue passed, they always got it. Cities are the 800-lb gorilla in elections, which is why I think we are permanently screwed.
