I think you may be close as they probably are thinking of assisting Obama’s campaign with a little activity to blame on the Republican Administration.
Of course I don’t know what that is, but I’m certain they have considered doing something nearing the election date that would either embarrass the Republicans, or cause anxieties about “Warmongering, Neocon, Trigger-Happy” Republicans.
It’s a strong possibility.
