Agricultural Jihad Ministry teams up with UNIDO
TEHRAN, Aug. 3 (MNA) – The Iranian Ministry of Agricultural Jihad and the United Nations Industrial Development Organization (UNIDO) have teamed up for joint implementation of agricultural projects in the conversion, processing, and complementary industries.

“Expanding cooperation with UNIDO so as to develop agricultural projects in the conversion, processing, and complementary industries is a must for the Islamic republic of Iran,” Iran’s Agricultural Jihad Ministry Conversion, Processing, and Complementary Industries Department Director Ali-Reza Pourbasir said on Sunday, IRIB reported.

The United Nations Industrial Development Organization (UNIDO) helps developing countries and economies in transition in their fight against marginalization.

UNIDO mobilizes knowledge, skills, information and technology to promote productive employment, a competitive economy and a sound environment. Furthermore, the Organization enhances cooperation at global, regional, national and sectoral levels.

Who threatens the Beijing Olympics?

By David Eshel

A mere week is left before the Beijing Olympics open and global counter terrorist organizations are on high alert. Especially jittery must be the Chinese security officials and they should have every reason to be so. Just two weeks ago, on July 23 an apparent terrorist group released a video taking responsibility for bus bomb blasts a few days before in the southwestern city of Kunming that killed two people. The group also claimed as its own, another attack in Shanghai that killed three people last May. In the video, the group calling itself the Turkistan Islamic Party, apparently a Uighur Muslim separatist organization, pushing for independence for China’s far western region of Xinjiang, threatened more attacks, including during the Beijing Games that run from Aug. 8-24. “Our aim is to target the most critical points related to the Olympics, the group warned.

Although the Chinese government has assured its people and the Olympic community, that heavy security will ensure secure games, there is sufficient concern over a possible “repeat performance” of the notorious 1972 Munich Massacre, in which eleven Israeli athletes were murdered by the PLO Black September terror movement.

Chinese security forces practicing emergency anti-terror training in Xinjiang, China. But for Chinese security, the Olympic terror threat could well be homegrown. This year, among the potential troublemakers which Chinese security specialists have identified are Tibetan separatists, who staged occasionally violent protests last spring. Tian Yixiang, head of the Beijing Olympic Games Security Protection Coordinating Group, said the top “terror” threats to the August Games come from Uighur militants campaigning for independence for Xinjiang in China’s far northwest, from Tibetan independence groups, and from followers of the banned Falun Gong sect. Tian, who has rarely given public comments on preparations for the Games, said a failed bomb attack on a plane in Xinjiang in March and anti-Chinese unrest across Tibet that same month, “amply showed that they are scheming to sabotage the Beijing Olympic Games”.
East Turkestan Islamic Movement (ETIM)

The East Turkestan Islamic Movement (ETIM) is a separatist Muslim group operating in China’s western Xinjiang province. ETIM is the most militant of the various groups in the Xinjiang region that demand separation from China and the creation of an independent state called East Turkestan. The Xinjiang region is a vast, thinly populated region that shares borders with several countries, including Afghanistan and Pakistan. The ETIM is one of the more extreme groups founded by Uighurs, the Turkic-speaking ethnic majority in Xinjiang, seeking an independent state called East Turkestan. The Uighurs is an ethnic minority group numbering about 8 million of the 19 million people in Xinjiang. Their ethnicity, language, and culture is more similar to the Turkic peoples of neighboring Central Asian republics.

China has long viewed the ETIM and similar groups as a threat to its territorial integrity, and after the attacks on America on Sept. 11, 2001, executed a harsh crackdown on the region by increasing its military presence, detaining suspected members, and limiting religious rights. Chinese authorities blame separatist groups, including ETIM, for more than 200 terrorist attacks since 1990, resulting in 162 deaths and more than 440 injuries.

Uighur extremist elements have been involved in two recent incidents reported by the Chinese authorities from that region. The first incident took place at Urumqi, the capital of the province, on January 27,2008. Chinese security sources mentioned an exchange of fire between the police and some Uighur extremists when the police raided a hide-out of a suspected sleeper cell of the East Turkestan Islamic Movement (ETIM). Being a suspected associate of Al Qaeda with close links to the Islamic Movement of Uzbekistan (IMU) and the Islamic Jihad Union (IJU) or Group, another Uzbek group, these people are dangerous.

While the objectives of the IMU may be regional and confined to Uzbekistan and other Central Asian Republics and Xinjiang, those of the IJU are global in proportion. The IJU projects itself as a global jihadi organization with no specific ethnic identity. A second incident was reported to have taken place on board a Chinese commercial plane flying from Urumqi to Beijing on March 7,2008. Security guards traveling on board the plane overpowered two suspected Uighur extremists, who tried to create a violent incident. The Chinese media has regarded the incident as an attempted terrorist strike. Apparently, the plane made an emergency landing in the northwestern city of Lanzhou. The two persons, already overpowered by the security guards, were handed over to the local police for interrogation. No reports have been available over the outcome and official sources attempted to minimize the affair.
China Spares no Expense to Safeguard the Games

With security of the Games as its paramount concern, China’s efforts - ranging from putting surface-to-air missiles around Olympic venues such as the Bird’s Nest stadium and Water Cube aquatics center, include the planned closure of Beijing’s international airport during the opening ceremony - are turning this year’s Olympics into the most security-focused Games in history. To ensure security, Beijing already held a series of anti-terrorist drills in June aimed at dealing with possible bomb or chemical attacks, as well as attempts to kidnap athletes. Now the capital is preparing to deploy more than 100,000 police, army troops, and trained volunteers around the capital. Police checkpoints have been set up along major roads to check identity cards for those trying to enter Beijing and primarily the Olympic Games compounds. Armed police with bomb-sniffing dogs now patrol the city’s railway and subway stations. An additional 2,000 security guards as well as 200 X-ray machines are in the capital’s 93 subway stations watching for guns, knives, explosive or flammable liquids. Even chemical substance monitoring systems seem to have been installed in focal places.

Meanwhile, Beijing has placed 300,000 surveillance cameras throughout the capital to monitor any suspicious activities. Access to all Olympics venues is being constantly screened, with everything from standard metal detectors to technology for fingerprint and iris scanning. China will spend a record $6.5 billion on surveillance equipment.
Chinese security authorities will also employ drones to patrol for security threats throughout the Olympics games, said a state media report that called it the country’s first “known” use of such aircraft. Indeed, drones were among three dozen other “anti-terrorism weapons” to be employed to maintain security during the Beijing Olympics that were put on display in the eastern city of Jinan in Shandong province. Other security measures employed include remote-controlled bomb disposal robots and battery-powered two-wheel segway vehicles to be used by armed police on patrols. With every hour remaining before the start of the games, tension in China and not only in Beijing itself is rising constantly. Will the terrorists strike?

Beijing Olympics: the spying games

There’s more to the imminent Olympic Games in Beijing than meets the
eye. So what’s hidden behind the slogan of One World, One Dream?
Isabel Oakeshott, Michael Sheridan and Flora Bagenal in Beijing

Two weeks ago, the Whitehall mandarins, ministerial aides and
officials who will be in Beijing when the Olympic Games open on Friday
were summoned for what they thought would be a series of pro-forma
chats with MI5. What they heard was hair-raising.

Turkey’s Islamists Inspire a New Climate of Fear
By ZEYNO BARAN
August 2, 2008; Page A11

Istanbul

This week’s verdict by Turkey’s Constitutional Court — which rejected an attempt to ban the governing Justice and Development Party (AKP) for undermining the country’s secular foundations — has been hailed by the U.S. and the EU as a great step forward for democracy and rule of law. Fair enough. Banning a party that last year renewed its mandate in office with 47% of the vote would have been a huge setback for Turkey. But that doesn’t mean we should all sigh with relief and conclude that liberal democracy is flourishing under the Islamic-oriented AKP’s rule.

Government surveillance of AK Party critics and leaks to media of personal phone conversations have created a climate of fear. There is concern among some liberals that the country is becoming a police state. The foundation of a healthy democracy — the right to dissent and hold an elected government accountable — is gradually being undermined.

Gooding Police, ATF nab $8,000 in stolen firearms

Utah man was indicted last month
By Jared S. Hopkins
Staff writer
The Gooding Police Department and the “federal Bureau of Alcohol, Tobacco, Firearms and Explosives“ last year recovered more than $8,000 in stolen firearms at an Idaho truck stop, police said Sunday.

The year-long investigation resulted in “a July indictment of a Utah man who is a suspect in selling the stolen guns to an informant working with Gooding police, said Gooding“ Police Detective Sjuni Bunderson.

Gooding Police disclosed the investigation publicly through a news release Sunday. Over the past year, police have been involved with the various legal aspects, Bunderson said.

The man was indicted by a federal grand jury July 22 but has not been arrested, Bunderson said.

01/08/2008 RIA Novosti Agence russe
Opinion & analysis
Turning Qaddafi into a good guy
http://en.rian.ru/analysis/20080801/115487956.html

MOSCOW. (RIA Novosti political commentator Andrei Fedyashin) - It was a
surprise the like of which we have not seen since the exchange of
dissidents for spies in the Soviet era.

Arriving in Moscow for talks with Vladimir Putin on July 31, Libyan
Prime Minister al-Baghdadi Ali al-Mahmoudi brought on his plane
Alexander Tsygankov, the head of LUKoil Overseas in Libya, who had been
imprisoned 8 months ago in that country on charges of industrial espionage.

What makes it more remarkable is that Prime Minister Putin had tried to
clear up this misunderstanding during a meeting with Muammar Qaddafi in
Tripoli in April, but apparently in vain.

After receiving such a “present,” there was nothing left to do but
discuss the details of a whole range of Libyan-Russian large-scale
cooperation projects - from producing, processing, and exporting oil and
gas and laying pipelines on the Mediterranean sea bed, to selling arms
to Tripoli, and building railroads and nuclear power plants.

Not all the financial details are known, but it is clear that the deals
run into billions of dollars. It is enough to mention the 514 km (320
mile)-long railroad Russian Railways will build in Libya for $2.2
billion, or the shopping list of weapons Libya would like to buy (90% of
its arms are Soviet-made).

Russia has joined a long list of countries that have been standing in
line to do business with the largely desert, but oil and gas rich,
country since the miraculous transformation of its leader Colonel
Muammar Qaddafi. Russia is not the first in line, but nor is it the
last, which is a good thing. At this point it would be appropriate to
recall that for 17 years (from 1986 to 2003), Libya was considered one
of the worst “rogue states” by those who use that classification.

The United States imposed trade sanctions on Libya in 1986, after an
explosion in a Berlin disco popular with American soldiers that killed
three and injured over two hundred men (Washington had already severed
diplomatic relations with Libya in 1980). President Reagan even
sanctioned the bombing of Qaddafi’s residences, and the Libyan leader
had a narrow escape.

The UN and the European Union (EU) introduced sanctions against Libya in
1991, after it was proved that Libya’s intelligence services had been
involved in the 1988 mid-air explosion of Pan Am flight 103 over the
Scottish village of Lockerbie, killing 270 people.

In 1993, the sanctions were toughened. In 2003, they were lifted. In
2004, the United States eased its sanctions and in 2005 cancelled them
completely. It removed Libya from its list of sponsors of international
terrorism, and voiced its readiness to restore diplomatic relations with
it in 2006. This is the history of Tripoli’s sins and absolution.

The Americans have already dubbed this transformation the “Libyan
model,” and strongly recommend that Iran follow its example. They are
trying to show to Iran that it can receive all the benefits Libya has
(investment, technical aid, and removal of sanctions) if it meets their
demand to suspend its nuclear program.

As it often happens in diplomacy, especially, in American diplomacy, all
this is actually misleading. In reality, the situation is the reverse.

Paradoxical though it may seem, Qaddafi’s miraculous transformation was
made possible as a result of direct talks between the White House and
his emissaries. This is precisely what Washington denies Iran. Edward
Walker, president of the Middle East Institute and former U.S. assistant
secretary of state for Middle Eastern affairs made this comment: “Some
say it is supposed to send a message to the Iranians. As far as I can
see, the message is that it worked because they had direct talks with
the Libyans.”

Qaddafi’s decision to denounce terrorism, and shut down Libya’s programs
to develop nuclear, chemical, and biological weapons in 2003 is
presented as a sudden conversion, although Washington started talks with
him under Bill Clinton’s presidency (1993-2001). The reason is almost
too embarrassing to tell. By Clinton’s second term he was coming under
very strong pressure from American oil firms. Italy’s ENI, France’s
Total, and Spain’s Pepsol were already operating in Libya on a large
scale in defiance of UN and EU sanctions. They were merely trying to
keep a low profile. By 2003, when Qaddafi made his miraculous
transformation from pariah to citizen, more than a hundred foreign
companies were producing and processing oil, or providing equipment for
wells and oil production, but none of them were American. That was
doubly irritating because it was the Standard Oil of New Jersey
(previously Exxon) that had discovered oil in Libya in 1959.

Libya abounds in oil and natural gas. Thanks to Western sanctions, and
lack of equipment its oil industry was for a long time in hibernation.
There was no exploration, production, or research, and its hydrocarbons
were saved for posterity. Libya is different from other OPEC countries.
It is the only major oil country in the Middle East that does not ban
foreign investment in its oil industry. In Western estimates, it costs
it one dollar to produce one barrel of high quality oil. Libya is
believed to be Africa’s first and OPEC’s fifth in oil reserves, which
amount to some 5.1 billion tons, and it is quite possible that it has
even more oil.

The situation with gas is even more radiant. Today, Libya supplies
Europe with eight billion cubic meters of gas via the Green Stream
pipeline every year. Libya’s gas reserves had been estimated at 1.47
trillion cubic meters. Now they are believed to be double that figure.

In principle, Russia is close to signing an agreement with Libya for the
purchase of large qualities of gas and liquefied natural gas (LNG) for
re-export. The question is how much gas Russia will buy. Many West
European countries dread to think what the answer could be, because they
had hoped to keep the Russian gas monopoly Gazprom away from its
southern flanks. Russia is bound to encounter strong, if indirect,
resistance from Europe.

But we have our own trump card. During his visit to Libya last April,
Vladimir Putin voiced Moscow’s readiness to write off $4.5 billion
dollars of Libya’s debt. With this gesture Russia has good reason to
hope for understanding in business talks.
