As I mentioned recently. IMHO, the test will be in October (US general election), and late fall through winter for the Iraqi provincial elections. If AQIR and associated Saddamist cannot cause havoc in Iraq, then it appears the gig is up for all resistance of any significant level.
The US and Iraqi forces have no intentions of lessening the level of search and destroy for all remaining resistance factions, regardless of the color. The hunts will continue, in ever increasing degrees of efficiency as further networks are discovered and then disrupted. There are few areas in Iraq where the goon balls can operate while hiding in safety.
Only localized goons still with a chip on their shoulders, often not even related to any cause, will blow up some innocent people. Crime never goes away regardless of how good a given police force is at controlling it.
