I had a deacon in a church looking for Hezekiah 4:3 for about five minutes once.
Sounds like Nancy, and her constituents in SF.

Hezekiah 4:3. Funny. In Seminary, we’d pull that on the freshmen sometimes.
Deu 13:1 One of your people, claiming to be a prophet or to have prophetic dreams, may predict a miraculous sign or an amazing thing.
Deu 13:2 What he predicts may even take place. But don’t listen to that prophet or dreamer if he says, “Let’s worship and serve other gods.” (Those gods may be gods you’ve never heard of.)
Deu 13:3 The LORD your God is testing you to find out if you really love him with all your heart and with all your soul.
Deu 13:4 Worship the LORD your God, fear him, obey his commands, listen to what he says, serve him, and be loyal to him.
Deu 13:5 That prophet or dreamer must be put to death because he preached rebellion against the LORD your God, who brought you out of Egypt and freed you from slavery. He was trying to lead you away from following the directions the LORD your God gave you. You must get rid of this evil.
Well if that WAS that passage, why didn't she quote it as such to be clear?
Oh I forgot, the beginning portion of the passage says "Be fruitful and multiply" and we can't have any reminders of THAT now, can we? That goes against the Left's religion of worshiping at the altar of abortion.

OK, so that explained, a person in this state (or even just a state of mortal sin) must not present him/herself for reception of the Eucharist. However, the burden is usually on the individual to refrain from going forward. It a bit difficult at a Mass of 25,000 people. Can the Pope send Swiss Guards running down to grab Pelosi, Kerry, Kennedy, et al, and physically prevent them from receiving?
However, there are priests and bishops who would deny them communion if they appeared at their own churches and were recognizable, and were known AT THAT MOMENT to not have yet repented and received absolution and reunification with the Church. Something hard for a priest to judge who does not know the individual. These politicians take advantage of the situation by deliberately seeking out weak-willed or renegade priests who will give them the Eucharist.
