What, it took them three weeks of looking to determine that it really is a parachute? I work in private industry and wouldn’t have a job if I worked like that...

That is not the game.
The game is the FBI thinks that DB himself will call and verify himself as some kind of expert.
And that a list of ‘experts’ from that time might have had contacts with DB.
There would seem to be reason for them to suspect he is still alive, given this recent uncovering of evidence.
