Colorado and Deadwood, South Dakota have had non-Indian casinos for years.

Detroit, Michigan and New Orleans, too.

Mississippi, along the Gulf Coast and Mississippi River
(although Katrina took out the Gulf Coast resorts).

Bangor, Maine, has a temporary slots style casino.
A 9 story hotel and casino are under construction and will open in Bangor next summer.

Some casinos in the Midwest, too.

What do Tribes with casinos have? The Tribal Council?

The Indian casinos in Connecticut are ruled by the state gaming commission.
