I’m thinking this may have been more of a safety concern than gag issue. I’m not a “mayor lover” but he may have had a kind of martial law called for safety as they hunted this guy down. JAT.

My husband & son went to Scout camp for many years up at Camp R.S. Lyle near Elcho. Can't imagine something like this happening up there.

My impression was that it was
both a shelter in place
and a gag order. Both have merits.
The shelter in place is obviously a safety issue.
The gag order theoretically reduces wild rumors and panic, and may preserve an unpolluted jury pool. Good luck with that...
