No, you misunderstand me. The nation that goes to Mars will have the capability AND infrastructure to colonize the rest of the solar system. Water, air, propellants, metals, and so forth can be mined from near earth asteroids, Mars, and the moon, giving hundred and thousand-fold returns on initial investment costs. For example, a single NEA, a km in diameter, contains at least $10 trillion worth of metals and other materials (Lewis).
Furthermore, where do you get your “trillions” from? It won’t cost that much to go to Mars - Zubrin has shown it can be done for around $50 billion, with a 500-day stay by a six-person crew, and extracting propellants from the Martian atmosphere using well-understood chemical reactions.
The Delta V is incredibly low for NEA, which would be ideal mining and military sites. Plus, they can be converted into interplanetary cyclers or parked into geo or heeo and rain bombs on the earth. Time to impact won’t be significant - a few hours at most.
That is not so. The Treaty will eventually be replaced by somnething like the UN Convention on Deepsea Law.
