The way I see it weve got two choices. Bomb the hell out of them or send in Reid, Edwards, Pelosi and Murtha (Let's not forget Kerry, Jim.) to negotiate a peace treaty.
You've got the options right but the order wrong. Send the congressional emissaries first and when the unfavorable truce is rejected, select option two.

Regardless of how effective. Whenever a terrorist group, regains numbers it is serious, because if they cannot carry out terrorist attacks, they can certainly provide human intelligence.

Al Qa'eda is quickly becoming unwelcome in the Sunni provinces in Iraq.
Musharif in Pakistan is lashing out at them and the Taliban remnants to save his ass.
The London and Glasgow bombers were inept.
The real problem to solve is finance and logistics.......Follow the money.

Since AQ has a new safe base in waziristan, and we are in iraq have to say the gwot is completely derailed. Perhaps the dumbest post I've seen on FR to date - What does us fighting AQ in Iraq have to do with AQ in the Pak border regions?
The GWOT has seen 3/4 of AQ original Sr. leadership killed or captured. Ditto that percentage of their less effective replacements.....Since our enemies suffer one strategic defeat after another....while we have not suffered one.
Seen the brutal terrorists supporting regimes of Saddam and the Taliban removed from power.....Yet you want to suggest our WOT is derailed??
Foolishness to the point of absurdity (or were you being sarc? - perhaps so).
