The zoning fascists wouldn't allow Al Gore the fascist to use his private property.

I love happy endings. To make this story special, the federal government should seize Al's house under eminent domain for a frog pond. And don't pay the fat Marxist a penny.

Not really. Solar PV peak watts is at about 10 watts per square foot of panel. His annual usage of 200,000kwh means he'd need about 10,000 sf of panels.

But he could cut his electric and gas usage in half by installing a geothermal heat pump rather than conventional furnace and A/C. I haven't seen anywhere that he has done that. Bush's house in Crawford, on the other hand, does take advantage of geothermal HVAC.

Ironically solar panels should be banned because they cause global warming! The real inconvienent truth is that more energy is used in there manufacture than will ever be gotten back from their use. Solar companies do not want you to know this. But thats the reason they are so expensive.

The payback can be long, but they do save more than they cost. However, a better energy investment would be to buy a home with a dual fuel heat pump with gas backup, instead of oil, electric strip, gas only, or heat pump with electric backup. Of course there are some areas where this would not be the best, but they are few. Also, this usually doesn't pay unless your AC system is due for replacement or when you buy a new home.
