It would be interesting to know at what point old "FITZ" concluded that Plame was not covert. At that point, his authority to investigate was over. No criminal offense in the leak, no further investigation needed. Any subsequent digging was just a witch hunt. Now it looks like he even Knew earlier than once thought. He should have wrapped up his investigation in about a week and ruled that Joe Wilson and Valarie Plame were a primary source for the leak and that it was not criminal.
