Ted stays in office because he is Royalty. In a monarchical system and in a wannabe monarchical society the right of a man to be king does not depend on his ability, his viewpoint, or anything else rational- just his bloodline. If Teddy were rendered mute and unable to think by some brain damage he would still be returned to office. The Northeast part of our country is full of old time tories, royalists whose idea of Good Government is the Good King who cares for his subjects. Remember JFK and Camelot? JFK established the rightful Dynasty and if Mrs. Clinton manages to become president the Clinton Dynasty will be the rightful heirs of the Kennedy Dynasty.
