Yes women and men should be modest. But the problem is that someone who decides to commit rape does not need the excuse of an unvieled face or " immodest manner". The rapist chooses his victim for any reason he finds justifiable. Then using his own sick inner logic and opportunity and the vulnerability of the victim he commits the crime of rape.
Women, children and male victims of rape need to demand that they and others have a right to defend themselves.
Want to see a rape rate go down. Be generous with conceal carry permits and let criminals know that victim they are targeting could very well have the means to blow the cretin's brains out the back of their skulls.

That is my impression exactly. If, culturally, these men have no self-control or discipline, then they are uncivilized. Western society should be protected from having to accept a foreign culture in their midst with values in such total opposition to the basic tenets of Western civilization - responsibility for one's actions, accountability for harm to others, equality of rights among people of all genders, ownership of the self (one's person) and the fruits of one's labor. These uncivilized men pose a danger to women. One of the purposes of government and the police powers is to prevent such a danger to its citizens and to punish men who commit such acts. There should be no toleration of cultural values that contradict and undermine our basic tenets of civilization. It should be our way or the highway.
