And who compensates the farm owner for his torn down barn and totally torn up fields?

and for what? At this point in time, who CARES where Hoffa is. We don't have anything more important to do with our tax dollars?

The taxpayers.

Which I think is debatable, I saw the owners on TV, they didn't look the least bit unhappy, they look almost thrilled (I can only speculate, but I think they were thinking of the money that could be made if Hoffa's body was found).

At this point in time, who CARES where Hoffa is.

His family.

§ 173.160 Bombs, smoke, non-explosive (corrosive).

Bombs, smoke, non-explosive may be shipped provided they are without ignition elements, bursting charges, detonating fuses or other explosive components. They must be packaged in wooden (4C1, 4C2), plywood (4D) or reconstituted wood (4F) boxes, or plywood drums (1D), which meet Packing Group II requirements.
