Please give out as many of Fredric Bastiat's "The Law" as you can find. It should be required reading in all our schools.

There was a time when your couldn't get through college without reading Plutarch's Lives (The Dryden Translation is about $25 in paperback for both volumes).

I'd personally suggest no books unless you know the graduate well enough to know he'd actually read it and use it. Stay away from politics or religion unless you have enough of a relationship with the kid to raise the subject. (A good Bible, however, is a good idea - unless he already has one.)
Personally, for graduation gifts, I'm a fan of the gift card, especially for college graduate. That way, he can get what he needs. A kid starting in a corporate job is going to have to buy a new work wardrobe. Suits, shirts, and ties are not cheap.

Rev. James Schall's "Another Sort of Learning." it's a book about his favorite books, and he has very good taste. He's a PoliSci prof at Georgetown. I got it soon after high school, and it served me well in college.

Finally someone who understand teens.
No No No No No books for high school grads! And most of the ones named here would be better saved for Grandpa for Father's Day. Teens would rather have Underwear than a book, but that isn't a suggestion either.
Gift certificates for sure! And NOT to the Book Store!

Well MAYBE the Dr. Suess book, if you insist on a book, but money {even a buck} would be appreciated a lot more.

Here's another suggestion for teens... The Road to Serfdom, F.A. Hayek...... ...No Not that one. But they might like a book of photos of SELMA Hayek.
