How is it going to be payable to the US Treasury? The Mt Soledad cross was designated a national war memorial. The San Diego voters decided over 70% to give the land to the national park service.
The city has tried multiple times to sell the land and each time a court has nullified the sales.

Very true but they have been getting away with this since Justice Hugo Black haunted the Supreme Court.. Congress needs to jerk their chains but they are too busy jerking something else...

90 days is plenty of time for the city to sell a tiny plot of land -- including the "footprint" of the cross -- to an interested (Christian) private party who wants to maintain the landmark.

Trouble is that the sales keep getting nullifed -- WHY? If Pfizer came along and wanted the city to condemn the cross site for an office center (viz. Kelo) there wouldn't be a problem. Not even if Pfizer wanted to keep the cross there.
