I'm surprised it was even a referendum. Denver was already a very forgiving city in terms of marijuana use. Here in Boise, they'll book you. In Denver, they'll give you a ticket, and send you on your way, like any minor traffic infraction.
Let them have it. It really is a drain on resources to find, and prosecute marijuana users.
Make it legal and go find real criminals.

Or, Legalization and a reduction in costs of police manpower and of the product itself; a redirection of police resources toward real crimes; and a reduction in the number of things one group of self-designated superior people holds over another (just as we have anti-smoking Nazis, we have anti-pot Nazis and they cost billions of dollars in needless enforcement every year. Just to satisfy their bluenose needs.)
