The top jobs in just about every state in the union are extremely political essentially BECAUSE they're political appointments. When a governorship of a state changes parties, the ripples of political change in that state have brave men quivering in their boots.

There is NO "branch" of FEMA in any state, they are all state agencies under the state Governor.

The head of the State agency is appointed and controlled by the governor, not the FEDS!

The MAIN point is that the LA state government is in charge...period. The Feds (FEMA) is under the state government inside that state's borders -- unless -- they hand over control to the feds -- which they have refused to do.

Tell him to prove his assertion.

Really, the whole point is that whoever the director of the state office is and however he got appointed, he did this with the full knowledge of Katherine Blanco. SHE KNEW the Red Cross was being kept out.
