They died during the storm, staff & others struggled mightily to save about 50, couldn't get others out fast enough, story elsewhere. Lawyer says two years ago 20 died, and last year 12 died, during mandatory evacs, no damage to home either time. So they said 'screw that' and tried to protect in place. Tragic story, but just that, not criminal in my mind, given their history.
Apparently there are two nursing homes in the news, and I confused them. There is one in which dead people (only) were left behind, and then there is this one where living patients drowned during the flooding. My mistake.
