Document properties reveal that this PDF was created 9/1/2005, 11:14:41 a.m., although that doesn't identify anything other than the date & time that this document was "distilled" to PDF.
Windows properties show 9/4/2005, 12:37:42, which usually indicates when it was uploaded to the website (gov.state.la.us), or last changed on the website (renamed, etc.).

I am still confused how General Honore got in charge in NO. He is not NG but Reg Army. I'm confused.
