Because the President is George Bush, and the Governor is a democrat. There are a lot of things Bush and FEMA are being blamed for that they are not responsible for. But I guess I'm preaching to the choir.
Furthermore, the federal government may not intervene until asked by the governor.
The President is hated with intense veracity by most of the media and all of the left. EVERYTHING BAD is his fault and NOTHING GOOD is do to his efforts.
It can also be called upon by the Governor for state duty, to preserve peace and order and protect life and property in the event of natural disasters or civil disturbances.

What does it mean to "coordinate"? Were the Feds giving orders to the Louisiana National Guard? Were federal officials responsible for not getting water to those people for three days?

It is so obvious that it's the governor's and mayor's fault that people are starting to laugh at the MSM. Everyone except the "reporters" and "Democratic Morons" know where the responsibility lies.
My two sentence letter to the MSM and DNC will read as follows: If according to Media reports and fellow democrats, the Fed's are responsible for everything then there is no need for local or state governments anymore. I believe we can do away with them and inaugurate President Bush as Mayor of Chicago and Governor of Illinois immediately.
That's an easy one. The democrats don't like Bush. He's Republican.
Thank God Bush showed up there today. Those people are finally getting the help they need. Imagine how many would be left to die had the Republicans not shown up to do something, an it's not even their job! The state is heavily democrat, and there's not one brave democrat to be found anywhere!

Certain hazards, such as a hurricane, provide some lead time for coordinating an evacuation. However, this can not be considered a certainty. Plus, the sheer size of an evacuation in response to an approaching hurricane creates the need for the use of community-wide warning resources, which cannot be limited to our City's geographical boundaries. Evacuation of major portions of our population, either in response to localized or citywide disasters, can only be accomplished if the citizens and visitors are kept informed of approaching threats on a timely schedule, and if they are notified of the need to evacuate in a timely and organized manner. If an evacuation order is issued without the mechanisms needed to disseminate the information to the affected persons, then we face the possibility of having large numbers of people either stranded and left to the mercy of a storm, or left in an area impacted by toxic materials.
Bush put active duty soldiers in at least 24 hours prior to his visit today. I bet he made BLANCO sign some type of paperwork today....Having the 4th ID from Fort Hood, TX roll in while Fox News was rolling was hilarious.
And DELTA FORCE did secure the hospitals.
The Governor of Louisiana has deployment control of the LA NG at her discretion .
This fact is still not getting out to the pea brains in the media.
Col Hunt of FOX News investigated Blanco for Bill O'R.
He found :
Gov Blanco had her Louisiana National Guard troops and assests prepositioned-but, did not pull the trigger.
President Bush should have realized the collapse of state govt ( my words ) and federalized troops.
Legal considerations here, but, that could have been overcome.
Louisiana National Guard were staged 30 miles north of NO- Governor had no eyes on the ground, no communication in NO to assess the situation-people not evacing, levees breaking,etc.
Everyone had 5 days notice storm was coming at state level and no prep was done.
Blame falls on Gov Blanco, Gov Blanco, Gov Blanco and secondarily -President Bush- for trusting that Democrat Governor Blanco had situation in hand and failing to step in earlier and federalize the entire military situation.
And of course, had President Bush stepped in and legally usurped Blanco- the Democrats would have gone ballistic.

Sorry Joel & ROE, but you guys are WAAAYYY off base in criticizing FEMA. Disaster preparedness is the responsibility of State and Local authorities in this case LEMA (The Louisiana Emergency Management Agency). There is a state-wide director for disaster relief in every state that person is called the Governor. There is a local director for disaster relief in every municipality that person is called the Mayor.
FEMA is a coordinating body that assists State and Local authorities in getting the resources they need. Because they are the go to people most folks are under the impression that they are in charge, and in fact if the State and Local authorities abdicate control over a disaster area they will take over. Typically after the initial response to a disaster the local guys do just that, leave FEMA in control. Thats because they have the experience and personnel to manage disasters of this scale.
Disclosure: Im a volunteer coordinator for MEMA (The Missouri Emergency Management Agency), Ive been through three major floods and a few big storms that generated enough tornado damage to get the affected counties disaster relief believe me when I tell you what we are seeing from FEMA now is lightyears ahead of what Ive seen from them in the past. Typically it took two to three days just to get the disaster declaration, then another two to three to get FEMA deployed of course by then the local guys had been on the ground working around the clock for five or six days and we were more than happy to dump everything in FEMAs lap. Thats the way the system is designed. Bush saw that and tried to skip a few steps to speed things up, he pre-declared the areas disaster areas. So what we are seeing in NO is the result of a convergence of factors:
First, the storm damage was bad, but the flooding has made relief efforts ten times harder than anything they could have imagined. Second, Mayor Nagins performance has been pathetic. This is the worst case of poor planning and criminal incompetence Ive ever seen.
Like I said, Bush declared the gulf coast area a Federal Disaster area on Saturday two days before Katrina hit. That freed up FEMA resources for local and state coordinators and allowed for the pre-positioning of supplies so they could be rapidly deployed to the affected areas. Mayor Nagin waited until the last minute to call for an evacuation of the city, but the poorest people could not evacuate why werent school busses used to get them out of town?
Mayor Nagin made the last minute decision to declare the Superdome and COnvention centers as refuge relocation points why werent they stocked with water, food, bedding, generators, and fuel? Why werent hospitals offered additional resources by the Mayors office?
Mayor Nagin made the decision to allow looting and told the police to focus on Search and Rescue but looting hinders S&R efforts (as weve seen) and no one I know could believe that decision its emergency management 101, preserving order preserves life. Theres plenty of blame to go around Blanco deserves her share too but the real culprit in the aftermath here is Nagin."
