It was Bush that asked the Gov and Mayor to order a mandatory evacuation, NOT their idea at all.

The Gov of the state is the only legal authority who can send in the NG. The President has to wait for the Gov to ASK for Fed help. The only exception to this is like in Arkansan in 1956. The Gov activated the guard to oppose a Supreme Court order to integrate their schools. Eisenhower (A REPUBLICAN by the way) sent in Regular Army troops to enforce the Courts ruling. The Gov of Louisiana STILL is refusing to ask for Regular Army troops as of 5:30 Central time Friday 9-2-05. Even CNN is reporting the facts that Gov of Louisiana did NOT ask for help until WENSDAY. Tell your leftist friends to actually LEARN something from this rather then cling so desperately to their hate.

Worst-case scenario In worst-case scenarios, most of New Orleans would end up under 15 feet of water, without electricity, clean water and sewage for months.

Speaking of Saints, George Bush should be designated as such for perhaps saving thousands of poor people.

The mayor of New Orleans is looking more like he should be hung from one of the remaining oak trees.

President George W. Bush has declared an emergency for the state of Mississippi, as well as demanding a mandatory evacuation of New Orleans, while pledging federal funds to the situation.

I thought he had done that before Katrina hit. Nice to have the link.

From what I remember on FR Saturday, and perhaps FReepers can find the "evidence" threads (I'm getting some heavy lifting done around the house, you see), Nagin was in close consultation with his lawyers. Apparently, if they ordered a mandatory evacuation, the city would become liable for those who remained during the storm. It took them all that time to figure out that they would have the remaining citizens sign waivers of refusal to remove them of their liabilities, while at the same time calling for an evacuation -- on SUNDAY (a day after it became clear that NO was sitting dead red).

ADD: I looked at Katrina Live Thread III, and Nagin was telling people Saturday afternoon to BEGIN taking precautionary measures, and a VOLUNTARY evacuation went up soon thereafter.
