Of course they can't. The idea that spending billions in any governement study is going to acheive a dime's worth of security is just hare-brained. If you came up with the idea of securing yourself it would be infinitely cheaper, more pragmatic and actionable. Government is into consumption for consumption's purpose, the rationale for the party is always different, but the party never ends. That's government. What did anyone expect?

Martial law was discussed, at length, on another thread. Some Freepers looked up laws. The Natl' Guard cannot fire upon the looters unless deputized was one of the things they found. Someone said La has no provision for martial law but it seems to not matter.
This is NOT Bushs fault. He's been pushing their officials to do the correct things and they seem to be useless. Why should the Prez have to address the people directly and tell them to evacuate? He shouldn't. Did you see Bush have to step in after 9/11? No. Guiliani knew what to do.

Agreed in some respect, however, it seems that even schools do fire drills, etc etc. It seems that there is no cooridnated effort to make things happen more efficiantly or quicker.
I live in NYC and will tell you the Guiliani's leadership really did a lot to help the situation stay as calm as possible without destructing into chaos like we have here.
