I have no idea but like I said it started the same way each of the 3 times. The second time I thought I had heard it all before and by the 3rd I was sure.

It's a hoax. It is not a real feed. The website is owned by a couple of pranksters. Prankster's website: http://205.252.89.181 . Again, http://205.252.89.181:8000/live.m3u is a hoax.
I don't know what you heard, but I never heard anything repeat. What did you hear repeat, and with what frequency?

I have friends and family there, I have a friend who works for WDSU and I have a friend who is a BR cop who has been sent to the Superdome.
